Quest Bugged - "The Branch of Cenarius" (Alliance) in Ashenvale

Hi all,
the quest called "The Branch of Cenarius" (Alliance) in Ashenvale appears to be broken.
Hopefully, it's possible to fix this or if someone else tries this quest in the future and it's still bugged they might find some useful information here.
Basically, you can't hand in the branch to Illiyana at the Shrine of Aessina. The NPC doesn't appear to exist.
