Ok so I'm a feral druid with feline swiftness that gives me 30% speed boost as cat, but when I hit dash it's slower than I remember.
I've got titan bar speed mod running and it reads %130 when walking so,
Dash says 'Increase speed
BY
60% for 15 sec ...' but it only makes my speed 160% so shouldn't my speed go to %190?

No it shouldn't, movement increasing effects do not stack.
