One Handed Enhancement in PvE

I was looking at some interesting specs to play in vanilla and one that I came across that I found interesting was one handed enhancement shaman. It primarily uses a dagger with flame tongue weapon and uses spell damage gear. I was wondering if any has tried this spec and how well it did.

If you are wearing spell power gear what point is there in speccing enh instead of ele? at that point it would be much more efficent to get the end point talents from ele for sick chain lightning crits instead of trying to slowly grind down your opponent as an ele with gear that doesn't support the spec.

I'm sorry if I didn't make it clear enough, but I am talking about using this in PvE. Spell Power affects your fire totems and flame tongue weapon.
