do feral Druids while in bear or cat still get the chance on hit affects to proc I can't remember now
From what I believe they wouldn't right?

Yes Smiley  1 second swing timer makes it partially overpowered. But then again we only get 10% strength from a broken Heart of the Wild talent (rather than 20%)  so it's swings and roundabouts.

Every Chance on hit has it's own ICD I believe ( Internal Cooldown ). So no matter how fast you swing, it won't proc unless the ICD is done.
