Bear form attack power only scales off of two things: Flat attack power and strength (in which case 1strength = 2 attack power). 20 agility in bear form gives you both 1% critical hit and 1% dodge, plus some armor rating.

For cat form the same rules apply, however in cat form 1 agility additionally gives 1 attack power.

Weapon damage is NOT calculated in your damage output neither are weapon procs (e.g. crusader or any proc that is native to the weapon you are weilding). Sources that do increase your damage besides str/agi/ap are items (non-weapon slot) that give +x to weapon damage like Might of Cenarius or +xx to Feral Attack Power like The End of Dreams. So for your weapon choice you need either something that gives strength, agility, attack power, hit or crit. To add on this, +x weapon damage enchant on weapon does NOT affect your damage output in any form. The only weapon enchant that effects your damage is either +15/+25 agility or +15 strength. Crusader does work, but you can only  proc it in "druid form" (aka no form), same goes for any native weapon procs.

Some additions, because druid scales so well off of strength/agility there raw +attack power gear mostly is worse for you than strength/agility (a.k.a. rogue gear). Dl;dr
- 1 str = 2 ap for both forms. 20 Agi = 1crit/1dodge for bear and 20 agi = 20ap/1crit/1dodge for cat.

Chance on Hit procs can occur in all forms on VG, which is non Blizzlike

Actually +x damage weapon enchant does affect feral damage range, and is by FAR bis weapon enchant for cats. If it doesn't work here, that's a shame because it's supposed to and really helps make druids competitive. Agi weapon enchant is best for bears though obviously due to dodge and armor.

So just to reiterate what those above said:

(1) +x weapon damage does not work on VG (although when completely Blizzlike- this is bis)
(2) Crusader can proc, and does an awful lot, making it currently BiS for cats.
(3) What the Towel sad about stats is correct (see his first 2 lines).

+Attack power gear is better than both raw strength and agility gear.
