Blizz dont shut down servers unless they can find out who owns the server or who is collecting money from the players. If the server is hosted in certain countries they will have no authority to do anything. imagine asking some countries what they done with your missing family? Do you think that country will share details of a small individual making a few hundred dollar from a billion dollar company?
